Specifies whether local or remote preferences will be used to interpret the accept codec list.
If local preferences are used, then the local codec accept list will be used, but only including those capabilities
offered by the remote entity. If remote preferences are used, then the effective accept list will be the codec list
offered by the remote entity, filtered to include only those entries also on the local codec list.
However, due to lack transcoding support for the VRM recorder streams, choosing the remote preference may cause
media streaming issues. Hence, it is strongly advised that the default value of local preference is kept.
