PDMs GIM-GIDBColumnsDescFormat

Formatting template called by Template:PDMs_GIM-GIDBTablePageFormat to format the column descriptions for GIDB tables reproduced from ICON in the cloud PDM.

The template has grown as it's become necessary to adjust for schema and documentation changes (e.g., Cargo's hard-coding of links generated by the {{PDMLink}} template.
