WFM Builder now successfully opens a secure port for listening in the following configuration:

* SSL/TLS is enabled
* The authentication provider is specified (option [auth] provider)
* Builder's Host settings contains an explicit IP address.

Previously, WFM Builder failed to open a secure port for listening. (WFM-33360)
