Specifies if Configuration Server checks that a configuration options section is not a duplication and is not empty. If set to true, the validation is enabled. If set to false (the default), the validation is disabled and a duplicate and/or empty section is allowed.

This option restores default behavior on Configuration Server 8.5.101.19 and later.
