This release contains the following resolved issues:

Heartbeat hung-up detection can now be enabled in all the applications. When an application is started, there is no longer a race between the timers of the application and that of the Local Control Agent (LCA). The application can be restarted correctly. Previously, there was a race between these two timers that could lead to the condition of the application not getting restarted. (MFWK-23872)
